The RAS (Rental Accommondation Scheme) is a 3-way relationship between:
- A local authority and a landlord - local authority guarantees the rent on behalf of the tenant and undertakes to make payment directly to the landlord
- A landlord and a tenant - local authority nominates a RAS recipient to the accommodation who signs a residential tenancy agreement with a landlord
- The tenant and the local authority - local authority is the guarantor of the rent
